Can't find any reference to this machine. I'm thinking it was home made!

Leon. you were definitely on the right track (excuse the pun).
I gave you third out of the 6 forums I asked about this.

Here is more...
Here is the photo. It is obviously the same bike with smaller balloon wheel/ tyres.
It's called a Tula and it is from Russia. The original steel wheels, I believe are for easy attachment of chains for snow and swamps.
