Circlip = Snap ring.

Snap Ring Pliers make it really easy to remove/install those, and they're about $5 at harbor freight.

Unless the ends have been broken off or some d.a. p.o. replaced them with something else..........

Cool might have to look into that.

My guess, considering the lack of oil in the forks is that neither of the PO's that I know of replaced or filled them. Probably couldn't figure out how to get those circlips out either.
