That is a Moto Martin frame, built by Georges Martin in Brittany (France). The forks and swingarm are not by Martin.
There is a Martin enthousisiasts club, their website is at www.motomartin.com/
Almost entirely in French, but nice pictures.

i've seen martin frames before thought they were cool but that one is awesome it looks like a bulldog ready for a fight when it's finished it will be something else i love the beefy forks and swingarm with the trellis frame nice combo that is one bike i would be proud to own.
