Sounds like it's missing a turn signal or hazard relay and maybe the starter solenoid/switch.
Some other electrical parts. igniter. voltage regulator. brake light outage indicator switch.

Think of it this way: once you replace all those bits your electrical system should be in really good order.

You can get waterproof fuse holders that use modern automotive fuses. Since your fuse box has been taken apart you might as well upgrade while you're replacing. (Unless you're going for a 100% correct restoration, which I don't believe you are.) You can add those fuses inline independently - no box required, as such - but you'll still probably want to protect them and it's convenient to have them all in one place.
You'll still need the regulator/rectifier and the starter relay since the LTD does not have a kickstarter. And of course the turn signal flasher if you want to have signals.
