PO having to jump coils to start it pretty much tells you that you and him both were, are not getting voltage to coils. Without power to the coils it wont run. You said you have the relay coil mod? It is independent of the power though the harness and you have two problems, coil mod is setup wrong or not working and or stock wiring is not connected right or has problems.

If he was able to get it started that way, you may be lucky and that is the only issue. If so, that coil mod would fix it right there. Here is a link to several pictures of how to do it.

Connect small bulb to ignition coil primary wires. Turn engine and watch for blinking bulb.
Coils have common pink (?) wire, which is ignition +, and each coil has a wire grounded by ignition module, black and green on my bike.
If you get blinking bulb, your pick up coils and ign. module are fine.
Check resistance between 1/4 and 2/3 spark plug wires, should be about 25k Ohms.
You can check each coil out of bike for spark.

Even a bad coil can spark out of the bike. Under load it can fail.

True. To really test it out of the bike you have to simulate cylinder pressure by increasing the spark gap to about 1/2 inch or so (for higher compression motors simulating wide open throttle).

That is, a total of 1/2" gap from one plug wire to the other.

But they don't wear out and it's likely that many techs in many shops still have them available and still use them to test performance of an ignition coil under real world high rpm conditions.

With the electrotester, the test is quick and easy, and more fun to watch than the lightening scene in a Frankenstein movie.

I checked the voltage on the coils today and they both read 0. Is that bad coils or another issue where power isn't even making it to the coils?
