Schmeck, yes the battery is brand new because the old one was bad. Power is applied to the red/yellow wire to the coil. The actual voltage is 12.7V.
Steell, yes the points are opening and closing. It must just just be the picture making it look that way.

If you have voltage from the wire at the points then all I can think of is your point gap isn't right. As for the vw coils. That looks dangerous lol.

With contacts open, could use an ohmmeter to assure there's no conductivity between the points spring and the backing plate.
This is to help assure that conductivity to ground through closed contacts is disconnected when the contacts open.
