Mine was under the seat. And this is what I found when I opened it:
The best money I ever spent, aside from getting the bike itself, was for a Field Service Manual FSM It will save you SOOOO much time and headaches. But I would suggest a factory one, not a Clymer or Haynes. From what I gather from the ones who have been on here for awhile; there is a world of difference.

Fuse And Fuse Holder Designations
1. The older Kawasaki’s use a glass tubed fuse with the designation of AGX 1” long. Most good auto parts stores can get them for you. They are ¼” in diameter.
2. The more common AGC is 1 ¼” long and may not fit the smaller fuse clips. Again, ¼” in diameter.
3. To clean and polish the fuse clips, I use a cotton swab(Q- Tip) and some Brasso metal cleaner or Turtle Wax Chrome Polish. I suppose any good metal polish would work.
4. These fuses can fail internally but look good, only by removing them from the clip and electrically continuity checking with either a self powered test light, or a multimeter set on OHMS can they be determined to be in good shape.
5. A physical inspection of the metal end caps for tightness will tell you if the fuse is serviceable.
6. Most modern motorcycles are now using the automobile “Blade” style fuse with the designation of ATC or ATO.
7. The reduced sized “Mini” Blade style fuse holder uses the ATM size of fuses.
8. If the fuse and fuse holder overheat, it could soften or anneal the grip of the clip, it might require squeezing the clip to restore the tightness.
9. A list of where to purchase “Blade” style fuses and holders:

It could be in either a black or translucent (white) enclosure with several wires going to and from it. Some fuse holders have wires at both ends, others, just one end.

Nobody answered you? It's behind the sidecover left side and those boxes are so useless I can't even begin to tell you. If you put the newer style fuse box on you will save yourself a world of headache. The older boxes create a LOT of heat and cause much trouble. This you will want to change out and maybe if your ignition switch is loose you may want to think about replacing that as well. Problem with the 79 and 80 is that they are different than the older ones with an extra wire that doesn't work with the emgo replacements. Hopefully yours is still good.

not sure if yours is in the same place as 78 A2a it was behind the left side cover to the right of the junction box and yes the white wire was spliced togeather and missing with that section of the fuse box completely melted only held 2 of the 3 fuses it was stuffed in there like it belonged there.

Near the end of
KZRider- Fuse voltage topic - click!
there are a couple of replies w a pic of one & a few links. You could do an internet search for weatherproof or waterproof fuse holder or junction box. Also, you might be able to use one from a more modern motorcycle. I did a quick search on ebbaayy the other day & there were a lot of them.
