Still discerning on the 2 volt drop but "Across the battery while running 4,000 rpm's 13.5v" is good...
In case you haven't seen this, here's how the jetting interacts and over laps each other throughout the rpm range...
If choke circuits are working/not hanging up and pilot screws are adjusted to spec.... may be time for some jetting changes...

This is where the Gunson Color Tune would come in handy... You'd be able to see if you're running too rich and not able to adjust for leaner ops...

I had the same "Black Sooty Plugs" symptom when I first got my bike a few years ago.
I installed the "Coil Re-powering" mod and the symptom disappeared immediately. Many, many members have got their rides back on the road with the help of this mod.
This is how I did mine.

True, this does not hunt down the eliminate high resistance point fault.. but first-things-first, ride.
