Here's the origional Dyna instructions, incase you don't have them:
I had some difficulties with mine, so I just filed it slightly and used oil to slip it onto the cam.
It should spin freely, but not have too mush side2side play.
Good luck!

I have the instructions, I was thinking maybe if I just boiled the rotor in some water it might slip over the shaft, but the ID of the rotor is alot smaller than the OD of the shaft.

I just had some trouble there, trying to post the instructions. Good you have them though!
Are you sure you have the correct model Dyna S? What exactly is your bike again?

Ah, I see I have the same bike you do.
My Rotor fit right over the cam on that bike. I didn't have to make any modifications...
Are you sure that you have dissasembled everything?
By how much is the cam larger than rotor I.D.?

see that is where i am questioning my installation. I'm not sure I do have everything disassembled right. I cannot find a diagram or pictures that show what all should be disassembled.

OK
Here is your advancer:
Remove your origional points plate and wiring completely.
Pull the small advancer swing arms (with springs) outward to release the stock rotor, and it should slide right off the cam. If it doesnt, the cam end may be dinged/damaged, in which case a small file can be used to clean it up. Then the rotor should come off.
Put the new Dyna rotor on in its place, pulling the swing ars open again to let the rotor seat. Then spin the rotor so that the magnet on it points towards the TEC marked side of the advancer, and the advancer arms click into the designated slots on the rotor.
When its finished, it looks nearly the same as the old one, and acts the same (still advances by tuning it slightly clockwise, and the arms move outward).
Hope this helps! ..and is correct
Cheers.
