In my factory manual it states Design fuel level 30 +/- 1mm and Service fuel level 3.5 +/- 1mm. Are these figures for the hose attached to the bowl drain or a dry measurment from the gasket?

The service fuel level is taken with a hose on the drain to measure the level of the fuel in the bowl. Generally, a float level measurement will also be given and that is made with the carbs upsidedown and level and is the distance between gasket mating surface and top of float.
