Not a direct boltup. Both the inlet and outlet of the carbs is larger on the 28mm carbs. I measured them once and didn't write down the numbers, but if memory serves it was about 3 or 4mm difference. (I know 28mm-24mm=4mm, but theres more to it than that because 26 and 28mm carbs are identical in inlet/outlet diameter). No way in the world stock airbox boots will ever fit the larger carbs so you have to run pods. No way you'll ever force the larger carbs into 30 yr old intake manifold rubber either, so you can either buy new rubber and force the carbs in, or use KZ900/1000 intakes of which years I don't know will bolt up. The bolt spacing is wider on the KZ1000s I've seen vs 650 inlet rubbers, so elongating the holes will be needed. I think certain KZ900 inlets may bolt up, but don't know for sure. Lastly KZ900/1000 carbs have dual fuel inlets so you need to T your fuel line unless you're using the later 79-80 KZ1000 single fuel inlet type.
321,000 miles on KZ's that I can remember. Not going to see any more.

you can fit the 28s in the 24 carb holder with a bit of oil, but they restrict the air flow, you can "port" the rubbers, or modify the 1000 rubbers (slot bolt holes) to get them to fit. the 28s im using from a z1r have the single fuel line

Pitch air box, go with pods, use 900 manifold boots and slot bolt holes. You will need a rotary tool to match ports so there are nombig steps in air flow. Not sure about jetting though. Can't see mains being as big as 900's. Yet do need more fuel for more air. Should work awesome on topend.

if you have a fair amount of work done, it will probably need about as much fuel as a 900 or so
