KZ400 dosent like starting when left alone

So I salvaged a kz400 for the most part it runs good being that it is a 78, if I ride the bike and then try to start it the next day it will pop right off (no choke), now if I don't touch it for a week or more it will not want to start for anything, tipicly it takes lots of starter fluid and when it does fire it fires on one cilnder for a bit and runs like crap for the first 2-3 min. provided I can start it, today I can't even start it with spraying starter fluid right into the cylnder, (only one though the other I can't take the spark plug out) it seems to me to be a carb problem, as when it does start I use no choke and no gas and the plug that I pulled was fairly black. I've never tuned carbs before if that's what it needs so...

The one hole on the engine was striped clean so I had to tap it and put in a sleeve. I could take it out if I had to, but I don't want to mess it up.

It sounds like the bike needs to go through the tune up steps in your manual. Once you do that you can tell if the carbs need rebuilding. It sounds like a carb issue.
Poke around the site searching for hard starting issues.
