they look an AWFUL lot like the rotary carbs on nitro r/c car engines...

Roller throttle valves

Aluminum tube with a solid bar inside, bore holes through both at once, weld on flanges, and fab throttle linkage, add fancy details as desired

Sounds like a fun project. Nice test for the new workshop equipment.:laugh:
