It's part of the carb body, and not sold separately.  You should be able to cobble something together from items at the hardware store, though.  As Steve mentioned, it's a vent line.  Not a critical component.  In fact, you could likely chip off the rest of the broken plastic elbow, and slip a rubber hose over the brass piece.  Run the hose down to the ground, away from the rear tire.  If you get a leak, you don't want gas dumping on the rear tire.

I received a email  and was asked to remove the picture with the engine number 
Which I did , b ut left the post containing the parts diagram  and the text too
