I seem to remember reading something here about "lapping" the white plastic cone with toothpaste ?

Got twin taps on my daily Z1R and last did it about four years ago when it got that bad i needed a death grip or pliers to turn them on.
It's not that bad again yet and is stiffest on the first opening of the day.
You have to be light and careful with the lapping though so as not to bottom out the cone in the tap body.

I have not had one for the Z1r models apart, but have added a pic of one off of a 650. It is my understanding that there is no part number for the plastic looking part, but would think one could be printed out of fuel resistant material.

KHI started using the nylon cone partway through the 1974 Z1A model run, as an improvement over the previous leaky design which had a metal barrel with a couple of O rings. That cone worked pretty well (for example my 74 Z1A never leaked fuel), The nylon cone design continued for several years in all of the KZ models.
