Hi I am refurbing my carbs on a 1980 st to my disappointment I found they were 26mm mikunis , I believe they should be 28mm they have a Acc pump, would this make a significant difference to performance,and is it possible to swop out the 26mm parts into some 28mm carbs .

Yes! They should be 28mm and the 26's will slow it down a little.
Many parts are interchangable but it all depends what parts you mean.
You cannot fit the pumper parts into non pumper bodies unless you machine the bodies for the nozzles etc.
Non pumper 28's will work well.

Hi was thinking of changing the float bowls from the26 mm. to 28mm carb bodies and would need to replace the inlet rubbers .are the float bowls interchangeable?

I think it would be dependent upon which set of vm26ss carbs and which set of vm28ss carbs you have.

If I'm not mistaken, the rubber boots on the head are the same between the 26 and 28 carbs. I'm not sure about the airbox boots, though.

Carbs are externally dimensionally the same so no need to change inlet or air box rubbers.

I have several restored bikes along with a 2006 Goldwing with a sidecar. My wife has a 2019 Suzuki DR 650 for on and off road.

Unless you plan to go 140 mph I wouldn't worry about the 26 mm carbs. I swapped my 28's for some 76 26's on my 1980 KZ1000 LTD and they perform just fine, although I've never taken the bike over 100 mph.
