Yes it can be done, don't see the point though, may aswell wait until all parts are assembled unless there is a specific reason.

I guess you could if your looking to get it done while your waiting on parts. My assumption would be the float level would be the same after jets are installed it would just take less fuel. I’m thinking of the old trick of putting bricks in the toilet tank. The float level doesn’t change just uses less water to fill the tank. I don’t see an issue.
