I have a 1984 ZN700 with CV type carbs. It is stock except I am using pod filters. The bike is sluggish when you get in the throttle and when coming off a high throttle position with the grip it takes it more time than normal to return to a proper idle. What could be the issue?

CV carbs are notorious for misbehaving with pod filters instead of the factory airbox. You path of least pain is to reinstall the factory airbox.

OK here is a problem I have found. The carb slide on #1 isn't working at all. It won't move at all even on heavy throttle and its not stuck. I pulled the slide out and can't find any hole or crack. The passages from the top to the throat are open. What could be causing this?

Hold the diaphragm up to a bright light and look very carefully. A few tiny pin holes is all it takes to keep the slide from working properly. Also, somebody may have stretched the spring or replaced it with one that is too strong.
Does the diaphragm seal perfectly all the way around?
When you tested to see if the slide was stuck, did it move freely? It doesn't take much drag to overcome the vacuum.
