Kz1000 rpm issue

Kz1000 rpm issue was created by bcc22468
1980 kz1000 quits pulling at 5000 rpms. The bike has pods, 4 in 1 V&H header and exhaust. Carbs are jetted at #20 pilot and #120 mains. Airscrew are setting at 1.5 turns out. Is this a float or advance issue?

Would use a timing light to inspect functioning of the advancer which might be stuck in the closed position.
