did the snowmobile have a fuel pump. Sometimes a conversion like this requires different float valves that are more sensitive for gravity fed fuel.

How can you sync these carbs when the carbs themselves have no vacuum nozzle, and the aftermarket carb holders also have no vacuum nozzle. Is static the only choice or is there a trick to it?

So from what you have posted the issue follows one of the carbs. So that is where you need to be looking. What is different about that carb? Does it have a pilot screw and the other an air screw or visa versa, or does either one have both types of screws? Does one have a larger or smaller pilot air jet? Is the enrichment/choke circuit working correctly on both carbs? I think you have found the location of the issue, and now you just have to find why that carb is not functioning like the other one does.
Have you measured both the carbs throats, to make sure the are vm32s? Could one be larger or smaller than the other?

Well, if the carbs really do not have a vacuum port, then you can install your own in the carb holders. A small brass tube (5mm o.d., I think) carefully glued in so it does not stick into the airflow, will do the trick. Alternately, the tool used by thousands of British sports car enthusiasts as well as VW afficianodos, might work.
