not running with choke off BS38 carbs

I have cleaned (disassembled and sprayed everything with carb cleaner) these carbs and they idle with the choke on but will not run with the choke off and runs rough when applying any throttle.
Please someone help me figure this out.
I have bought a set of BS34 carbs that were listed as being from a 1982 Kawasaki CSR Twin since it looks like these were not the original carbs anyway. I just want some advise as to whether it would be worth it to keep working with the BS38 carbs or clean and tune the BS34 carbs.If I can find the correct carb holder

Carbs are still dirty and clogged somewhere in the idle circuit.

I have them taken apart and soaking right now..so I will update after I soak and clean them thoroughly.
Would a vacuum leak at the carb holder boots cause this type of problem?

The vacuum leak would have to be pretty big to do that. It's been my experience that when an engine will only run on choke then the idle circuit is clogged up. There are tiny little passage ways in the carb bodies that get filled with gunk and those need to be cleaned out. You can soak the carb bodies then use compressed air to blow the softened up gunk out.
