83 550 carb questions

Literally picked up a 83 550 out of a barn a few months back. Wouldn't run for long, obvious issues once I got a good look. First pic, the small tube circled of the vacuum line to the fuel petcock? Second pic, the nipples are on a cross pipe between carbs. Should they be plugged or open?

Sometimes a closeup can be too close.
The 1st pic is probably the petcock vac line & the 2nd one is a vent. there should be two vents. open to atmosphere & directed downward to keep water out.
