!980 Kz 650 LTD E1 carb question

As the title says for the machine in question. Been trying to get my machine back on the road and discovered that where the fuel line intake comes into carbs at tee ( www.kzrider.com/media/kunena/attachments/6412/79KZcarb2.JPG ) that the Tee is looses enough to turn and also has a little side to side play. Is this normal? Is there a gasket there that needs attention? Is it a serviceable piece or will I need to find a replacement?

If it does not leak at all I would leave it alone. It is supposed to be able to turn up and down as that makes it easier to attach the fuel line. Ed
