Found cold start problem, bad carb design!!!?????

Cold start gas sucking tube has 3 levels of holes:
bottom 1 hole
middle level 2 holes
top level 4 holes.
I think, top 4 holes suck air, not gas, because when bike is on side stand, half of the pipe is not under gas level. Pipes are located of right side of carbs.
Does it make sense?
I cleaned all holes, they seem OK. Cold start is better but still not perfect.
OK, I guess, I didn't clean cold start jet again. It is not in the pipe, it is in bowl. (diagram)
How do you clean it?
Is this hole for cold start?

On the bottom of the tube is the jet. It must be clear. My 33's have a larger one at the bottom of the bowl too. I always had a lean condition when using the choke. It worked but popped and spit out of the carbs. This time around I used my jet drills and made it two steps larger. It works better. The holes on the sides mix the air like the emulsion tubes in the main jet circuit.
