The following diagram shows how the overflow circuit is supposed to work:





The overflow circuit may be non-functional for whatever reason, such as blockage of the overflow tube or overflow hose.

With the drain screw tightened, may spray carb cleaner through the small hole at top of overflow tube and watch for it to exit from the overflow nipple at bottom exterior of the float bowl.

Always wear protective goggles when spraying carb cleaner because the spray always backfires. ALWAYS!

In extreme cases of excessively rising gasoline levels, even a correctly functioning overflow circuit may be overwhelmed.

If the carb floats at hand are brass, would assure that none of the floats are leaking. And that the adjustment tangs look okay (i.e., have not broken off).

I opened the fuel valve without the airbox boots on and no fuel leaked out the back of the carbs matter, a fact it didn't leak anywhere.
Went ahead and pulled the carbs off and got the bowls off and so far everything looks good with the exception of one needle seat o-ring maybe being bad. .

finely got the carbs back together. I set the floats to specs (18.6mm). when I do the clear tube test I'm using black hose with a glass tube. If I hold the tube up to the carb the gas doesn't come to the top till I lower it well below the edge of the carb only then when I raise it up to the edge does it show. Am I doing this right?

Nope. Lowering, then raising will give a false reading.

exactly the setup I'm using. maybe I'm not giving enough time for the gas to come up?

Maybe. Are you setting the petcock to PRI before opening the bowl screw?

I have a fuel bottle on an IV stand feeding the carbs. I fill the carbs with gas then open the drain on the float bowl.

The other way around. Open the bottle, wait for the carbs to fill, then open the drain.

Got it. I used a clear tube as it was easier to watch the fuel flow. Two of the carbs were really slow to fill up the tube but all seems well.
