i have checked for a vaccum leak two ways, put my hand over the intake side of the carb it dies, and have sprayed some starter fluid around the carb boots and it doesn't pick up idle. ill be pulling them both off today and see if there is a visible difference and be checking float height again

I'm assuming it runs well at high RPM with the choke on correct? The choke won't affect this range of RPM so it says it must be in your piolet circuit. Either due to to vacume leak giving it to much air for air/fuel mix or the piolet not giving enough fuel to the air/fuel mix. assuming the needle clips are both in the same position and piolet jets are the same size between the good and bad cylinder. If you find that there is not a vacume leak and piolet circuit is good then you probably need to check compression.
