Anything COULD be a problem. Do you have reason to suspect the timing?

Only thinking timing because I haven't checked it since I bought the bike a week ago. Also because the no start electrical issue was due to the points being installed incorrectly.
But I found this for my carb -

Apparently there is no choke--- it's a starter valve... Only to be used under necessity?? I don't have the necessity? So I guess it should stay with the plunger down?? Am I reading this right?

It would be a good idea to check the timing, but that does not account for the condition of the sparkplugs, nor the need to enrichner engaged to keep the engine running. The enrichner should only be needed to start the engine when it is stone cold, and for a VERY short time after starting. If yours is like the one in the picture, then pulling the lever up will close the starter system, pushing the lever down will open it for starting.

Right. Lever up the bike runs- lever down kills it.
The bike hasn't ran since early spring so maybe it just needs to run a bit to help clear it ip

Has not run since spring??? If you live in the U. S., that explains much. Ethanol-laced fuel turns to barniclized smooge in as little as three or four weeks. That would explain why turning the low speed mixture screw had no effect. The only way to fix that is to completely disassemble the carb and carefully clean all those tiny passageways and jets.

Southern ontario, Canada is were I am. But yes... Ethanol is such a crux if you ask me. Only premium up here doesn't have ethanol in it- but at $1.50/ litre it hurts

Lever down LIFTS the choke slide OPEN. So it dies with the choke ON, this is not so bad.
