Probably atmospheric vent, just an escape for air in carb so fuel can come in.

May be wrong pic is so close, cant see rest of carb setup

Where can I get some cheap aftermarket ones? I bought the bike with none, I only have the one on the side covers, I painted the bike with Matte white plasti dip, it's not at all fuel resistant but I painted the whole bike for 12 bucks! It can be peeled off easily too.

PJ1 has a fuel resistant clear coat. Peelable paint? You can get Kawasaki badges at Z1E, z1partsinc,eBay, I don't know about the 750 ones. You could look. It's small things like that that makes the bike. The first thing people see is the front fender, then the tank, then the engine, then the seat, then the rest of the bike.

Yes it's pretty awsome, it's name brand is plastidip, some other companies make a similar product, just spray on three, four layers, if you get sick of it you can peel it off in like five mins,

That is the bowl vent to the atmosphere. gas coming out means it's flooding. There is also a small tube at the bottom of the bowl which is the overflow pipe for when it floods gas usually drains out of that unless it's plugged.
