my 77 KZ 650 has both screws air on filter side and pilots on bottom on engine side and no telling how many people has adjusted these carbs prior to me getting it! how many turns out should the pilots on bottom of carbs be for starting point??

I'd start with1-1/2 turns out from lightly seated, anticipating that they may have to be backed out a little further..but maybe they won't if you can adjust the air screws to facilitate the right fuel mixture
