Off white plastic caps over pilot jets??

The plug or cap on the pilot jet is supposed to prevent fuel from being drawn into the pilot jet except through the tiny passageway shown in the diagram.

I think you're thinking of the metal plugs that cover the pilot adjusting screws (air mixture screws) on the outside of the carb body. The polyester caps are for the pilot jets & I'm pretty sure they're necessary for the pilot circuit to work. Z1Enterprises.com doesn't seem to list those caps any more.It was the EPA's way of keeping us from properly tuning our bikes. Back in the day it was supposedly a crime to remove them. Times have changed.

Because it won't run right without them.
As Martin pointed out, he is not talking about the mixture screw covers. He's talking about a cap inside the carburetor, as shown in Patton's drawing.
