Low idle with choke when cold

So I still in adventure of my KZ750E to run better. The problem now is that when I start it from cold with fully opened choke it idles at 1500rpm then drops to 1000rpm and finally stalls. If I keep my hand on the throttle and let it warm up choke starts to "work" and I need to close it to settle to 1500rpm idle. It is CV35 carbs and they are cleaned, checked for fuel level and pilot screws are 2 turns out. Choke flaps are moving correctly.
