Title says it all. I filled my tank to test my float heights and when I went to check, nothing poured out of the float bowls. The petcock was on PRI. I've been having issues with gunk in the tank, so I cleaned out the petcock and tried again. Nothing.
With the tank off, however, and setting the fuel tap to PRI, fuel flows freely. But as soon as I attach the tank to the carbs, fuel doesn't flow. I tried holding the tank high so that the fuel line was basically straight down (not kinked) and nothing flowed through.
I was getting fuel fine last time I test rode it, so I don't understand what could be happening now.

Either the line is kinked, you have a plugged fuel filter, or the float needles aren't letting fuel into the carbs.
Did you check for fuel in the carbs by removing the float bowl drain screws?

Yes, I checked for fuel in the carbs by removing the float bowl drain screws. There was hardly anything.
How would I adjust the float needles to let fuel into the carbs?

You would need to take the carbs off to get to the float needle. The needle is located inside the seat underneath the float. Sometimes dirt gets inside the needle and seat and cruds them both up blocking fuel from entering the carb. Another problem you can have is your float levels being set too high so the tang on your floats keeps the needle stuck in the closed position
