Keihin 32mm carbs query

Just want to check on this set of carbs is there an air jet missing in the mouth of one of these carbs.

Note the top mouth has a brass jet in the peripheral of the mouth,whereas the bottom mouth looks as so it's missing?
If it is missing I can probably make up a small insert with the same diameter hole.
What is this small jet for ....air when idling?

Guys I made a MISTAKE...
I did not put a scriber to that Brass? fitting.
Got all ready to attack the problem.
Removed all jets Main Jets.... 46, pilot jet 50
main air jet (small hole) closest to retaining screw
Slow air jet ( larger hole) further from retaining screw.

Was about to put a small special ezeout into the brass?.... It was a wasp nest!
