Typical "racing idle" issue is often caused by leaking carb holder, or possibly loose clamp.

Like Patton says with the racing idle look for an air leak, loose hose clamp etc or check for a snagged throttle cable.

You can only really set the idle speed with the big black knob at the bottom back of carbs between carbs 2 and 3 when the bike has warmed up fully and the choke is off. After bike is warmed up ( perhaps 5 minutes maybe 10 minutes ) and idling without choke the idle speed should be set at about 1100 - 1200 RPM.
If you are rebuilding or not sure then it is best to start experiments with the big black idle adjusting knob in the middle of its range and then adjust in or out when the motor is fully warmed up
Starting with choke fully on then the idle speed will vary depending on starting technique. I can start with full choke and the idle speed may go to 2000 RPM and I will bring the choke lever down to 3/4 and then 1/2 always keeping the idle speed close to 1500 RPM. The last half of the choke lever travel is just high idle. I will ride with 1/2 choke but others say wait until bike is fully warmed up. I usually shut choke totally off after 2 km.

You can only accurately adjust the pilot fuel screws when the engine is fully up to temperature.
