Where is my decelerator cable??

So I got my flakey accelerator cable problem from a few weeks back fixed. But in searching out how to route the accelerator cable I realized my bike is supposed to have a decelerator cable and it does not. There is a nice cap over where it is to be, looks professional but I don't think it was that way from factory.

I am guessing some previous owner removed it. Is this a common mod? Is there a reason to remove it? Is there a reason to put it back on? Right now it seems to do fine with out it. Of course when is it 10 deg F I really have not ridden it much....

I removed that cable about 30 years ago and have never had an issue with it.

The diagrams for the 83 305-CSR show an Open cable but not a Closing cable.
Your bike has CV carburetors - I don't recall ever seeing two cables with that type.

Normally the closing cable is used in case the throttle gets stuck open. However, looking at the Kawasaki.com diagram for the 1982 KZ305-CSR (see below) it appears that the bike did not originally come equipped with a closing cable. Ed
