'80 440 LTD w/ weird RPM issue

So I picked up a junky '80 440 LTD for a steal ($150), but as you'll have with cheap garage finds, it's got lots of issues for me to tinker with. Here's my current battle.
The bike fires up like a charm with the choke On, but then the idle bounces between 2k and 3k RPM. Turn the choke Off, and the RPMS jump up to 7k RPM.
I assumed it was a vacuum leak, so I replaced the carb boots and threw on some new carbs (that the seller said were freshly serviced, but I haven't pulled them apart to verify). Furthermore, I can't find a leak with starter fluid.
The bike had pods on it with the old carbs, but I've since gone back to the OEM airbox, which desperately needs a new filter, but the bike was doing the same thing with the pods, so I don't think it's that.

Normally I would expect for high idle w/ choke and no idle without to occur if you had vacuum leaks. I'm just guessing at this point, but maybe they jetted the carbs really rich. My thought process being that adding air to the system seems to increase the ammount of power it's putting out, so maybe it's just got more fuel than it can use.
Have you checked out the spark plugs to see if you can get a read on them? If they're really old, you might have to replace them first just so you know what you're working with. Any smoke from the exhaust or other indicators?

Had the similar symptoms on a 440 LTD when a customer thought he could rebuild the carbs himself to save some money. He COMPLETELY tore them apart including removing the butterflies. On reassembly the the butterflies were installed backwards. Does not make for a good seal in the carb bore.
Over 30 years with z1's, Currently down to only one 75, a j model dragbike, and 2 KZ1000 dragbikes.
