Just work the throttle to see which one pulls when you twist the throttle. Then move the throttle cam and it should be evident where it has to go. My favorite tool to use are hemostats to do this job. Then after I attach the pull cable I pull it up and wedge it with a wrench or screwdriver. It's pretty easy to attach the return cable then. Not a favorite job but with the hemostats at least it is tolerable. Good luck.

Take it from me cuz I found
If you leave it then somebody else is bound,
To find that treasure, that moment of pleasure,
When yours, it could have been.

My 1980 kz750/4 E1 uses only a single "pull" cable even though the throttle grip is set up for a return cable. The spring on the keihin CV34 is strong enough without a return cable. I'm pretty sure my model at least was not designed to have a second cable. Yours may be the same.
Good Luck

On any of them its a whole lot easier to remove or install the cables before you put the carbs in the manifolds. Same thing with any fuel lines you plan to change
