Does the '78 have a vacuum-based petcock (instead of gravity)? If so, you may be accidentally leaving it on "prime" or something...
Either way, it sounds like the float (in the bowl) isn't working, most likely due to years of sitting in gummed up gas!! Looks like they need to come off and get cleaned....

Tapping the bowl with something isn't as dumb an idea as it sounds... if the float hangs up within the bowl and then drops when you tap it, it tells you that you need to remove the bowl and see why it is hanging up. Generally a float is bent and hanging on the top of the bowl or on the edge of a gasket. BTW: They aren't my carbs so you can go over and help bang on the bowls for all I care bwhahaha

The wet one is the fuel line the other is a vacuum line from the carbs a nipple on one of the intake boots is the source of vacuum. Sounds like evaporated gas has plugged up float needle valves and causing hangup. Petcock in PRIME position will allow fuel to flow without engine running but the float valve should stop overflow if working properly. A rebuild or darn good cleaning should rectify problem.
