My question is: which hole is the push and pull on the throttle handle?
If I had to guess, the top hole on the throttle handle would be the pull and the lower hole would be the push.

The way I understand it, It really doesn't matter. The difference is in the length of the pieces that screw into the handlebar controls. One is longer than the other so you can screw them in without interfering with each other. I would put the shorter one closest to the gas tank so it is less likely to hit the tank.

it does matter how you go to the carbs. they want the pull on lower arm of carbs wheel with the push on top. this is why I need to know the orientation of the throttle handle cables.

It does matter. The hole toward the front of the handlebar is the "pull" cable so as you twist the throttle in the open position back toward the rider (counter-clockwise) it is pulling that front cable which in turn is pulling the carb slides open. When you twist the throttle closed (the other direction) it is actually pulling on the so called push cable (the cable nearest the rider) which pulls the carbs shut. When you open up the throttle control on the handlebar I think you will see what I mean. Ed

If you buy a set of cables from someone like motion pro they will both be labeled push/pull. The only difference will be the length of the parts I mentioned earlier.
