Hi idle after stopping

I rbuilt my carbs and I am not sure I setup the choke correctly or if there are any other things that aren't right. here are the symptoms.
1. bike starts fine with choke.
2. taking choke off - idle is really high - I thought it should be opposite this.
3. after bike is warmed the idle at stops goes up to 4 RPM and I have to bring it down manually. this happens a few times within an hour of riding.
I followed the Kawi manual and did a bench sync by using a wire. This section comes right after the choke section, but I had a feeling the choke is supposed to be engaged while bench syncing -anyone?
I did put 95s in and raised the needle one notch but it was doing this before the mod.

Would this be between the carbs and valves? I have new boots and they are very tight.
