The correct float height is whatever results in the correct fuel level.
Where the fuel level is already way off, the dry-measured-on-the-bench float height adjustment could at least be a stab in the right direction toward the main objective, which is achieving the correct fuel level.
The FSM procedure regarding measured float height likely hits closer to the mark when dealing with new carbs with new floats, etc., and not so much when dealing with old floats that have suffered through earlier tang adjustments, possibly bent and re-straightened, etc.
To satisfy academic curiosity, after correct fuel level has been achieved in a particular carb, the float height could then be measured to show what height results in correct fuel level in that particular carb with its particular float parts.
Among different carbs with correct fuel levels, it's no surprise to discover different float heights among the different carbs. And the different float heights may vary more or less than the dry measurement specified in the FSM.
Sorry I don't have at hand the FSM specified dry-measured float heights for the BS32 carbs.
But the float height is irrelevant so long as the fuel level is correct.
In other words, a carb with correct fuel level doesn't care about what its dry-measured float height is.

Some types of assemblies like the BS32/34 used on later carburetors call for a 18mm float height and this float height WILL NOT give you the proper amount of gas in the bowl which is about 4mm (most models) below the gasket mating line if you use the service fuel level method of measuring....
