I finally got my bike to run with the choke off. However, when it runs it has a hesitation and the throttle response is delayed in low gears and sometimes it shuts off completely when at lower speeds.
Once running I adjusted the idle to ~1200 w/out choke and ~4000 choke. The battery is practically dead to my knowledge. Also, before I removed and cleaned the bowls and the main jet of the carburetors (the float pin was stuck of all 4 carbs and I could not check other jets) the bike ran well. It must be something that I have done.
Any advice?

More like something that hasn't been done yet... :laugh:
You need a good, fully charged battery, with a properly working charging system as well. These bikes do not idle/slow speed, run well without a nice full amps battery.
Thecarbs should be pulled and have all jets removed and blown throught with carb cleaner. Blow through the passages in the carbs and make sure it exits into the bore of the carb the same on all of them - carbs need to be damn near perfect to work properly. Before re-installing, make sure that the fuel height in the bowls is correct and all the same between carbs.
Make sure that the airbox/filter is installed properly and there are no air leaks at all - it will not run correctly without the filter as it completely changes the fuel air ratio - the carbs cannot compensate.

I cannot get it running anymore. I took out the carbs and cleaned two pilot jets, the other two were stuck and 1 of them was stripped like a hookers VJ. I put some serious amount of carb cleaner into the jet and then reassembled. Installed everything properly and when I hit the starter it sounds like the bike wants to start but doesn't. It sounds like the PRE-start cranks.
Here are some pre-information: The air cleaner boots are off but this particular bike ran without the boots before. The right two spark plugs were dry and the left two spark plugs showed little signs of being "wet." Bike is on its kick stand.

When you sprayed the carb cleaner in the pilot jets, did you make sure that it shot through into the bore of the carburetor???
Being air tight is the most important part of the carburetion system. It will not reun "well/correctly" throughout the rev range, unless the filter to exchaust tip is sealed up tight and everything right.
Remember to tune those screws...

I figured everything out. I took apart the carburetors one last time and discovered two of the pilot screws wedged into the slot. I was able to get two out and cleaned then accordingly but the other two jets I did not want to fuss with. I should have pinched a needle into the jet to try to free the sludge but I didn't want to ruin anything (just yet). I placed the carburetors back on, inserted the air boots, and it started up. The bike idled a little high (4 - 6k RPM w/ choke) so I adjusted the idle screw to bring the off-choke rpm to 2k. The bike had problems with that setting and stalled which leads me to believe the other two jets are clogged. It does run and will need those two jets poked through or drilled out but I am content in that I have finished my goal in learning more about motorcycles and am selling this beast.
