not sure where to put this,but since it involves the cabs here goes, last night as I was on my way home, about .75 miles from the house, I had to switch over to reserve which got me thinking, is it a good idea to burn all the fuel out every so often, or just keep the petcock in the on pos all the time?

Runing all the fuel out won't do anything but force any debris in the tank to stick to the petcock filter inside the tank, and require you to use the PRI (prime) position on the petcock to refill the carb float bowls with fuel prior to restarting your bike.
Adding fresh fuel to fuel that's already in the tank is OK, they will mix together and burn just fine. Granted, you should make sure that the fuel already in the tank isn't stale prior to adding any fresh fuel.

Also, when winterizing, some people run the carbs out of gas until the bike stalls, instead of draining the bowls the regular way. Well the bike won't really "run on fumes", so it will stall before the bowls are empty. It's better to drain them out through the drains. In addtion to getting more of the gas out, draining the bowls when they are full will have more drain-flow which will bring more debris out with the gas.

yeah, about the drain plugs on the bowls, mine are stripped so bad that I am going to have to drill them out this winter, no leaks right now, and so far I think this is the best 350 dollars I have ever spent!!
