I'm surprised you got it to start at all if the airbox is still not hooked up. In order to run the engine has to get fuel and air in the right ratio and if the airbox is not hooked up and the back of the carbs are open then you are getting to much air in relation to fuel.
After you get the petcock and fuel leak issue sorted out I would suggest wrestling with the airbox to make it fit.

Well now....that's a bit different than simply not having fuel get from carb to cylinder.
First rule with a used bike is that the PO always lies.
After you get the leak sorted out I would suggest that you need to identify what carbs - some photographs of the carbs should help with this. You need to identify what jets are in the carbs and here somebody more knowledgeable than I may suggest suitable jetting for pods and you need to confirm if you are running with pods and also what make may help

Also look for loose bolts at rear of Rotor, locktite them in.
