Am not seeing these part numbers on kawasaki.com which shows:
21 16009-055 JET NEEDLE 5J9
23 16017-086 NEEDLE JET,0-8
See image below.

For all Z1, 1973, 1974 and 1975, kawasaki.com identifies these parts as:
23 16017-086 NEEDLE JET
24 16047-003 HOLDER,NEEDLE JET
Am thinking needle jet #23 press fits into the carb body, and that #24 jet needle holder is aka bleed tube.
However, Z1E's listing for Z1 needle jet limits its application: Fits Kawasaki Z1/A through frame number 32817 - these carbs are the ones with the 17mm drain plug directly under the main jet.
Click here > Z1E's early Z1 carb needle jet
If not already done, would ask Z1E about needle jet for later Z1 carb and possible availability through Z1 from another supplier (maybe Sudco).
Good Fortune!

I tried Sudco, (who actually still had it on their list but no longer available) I'll check again at Z1 ent, I have the worst trouble with their search function. good people though
ps; I just copied and paste the needle jet part number on Z1 ent site search box and NOTHING. WTF ????
