the vacuum ports are on back of carbs,only two (right).yes they are plugged.
Each carb holder (between carb and engine) has a vacuum port (nipple) used to sync, which is capped (plugged) in normal running.
#3 carb has its own vacuum port (nipple) to afford vacuum to the petcock. A tube connects this port to a nipple on the petcock.
Two vent ports vent the four float bowls to atmosphere, thus preventing "vapor lock" inside float bowls.

Note the vacuum to petcock nipple is on carb #2 in this example.
The "T" fitting where fuel line from petcock attaches to carbs is called a "fuel pipe."
Carbs with dual fuel lines from petcock are equipped with two fuel pipes.
