Where should I be holding the clear tube to check float levels? At the red line? Or towards the engine or airbox?

I would try getting the carb totally vertical instead of sloping like it is in your pic. If the float bowl is flat, it shouldn't matter where your tube is...

Looks like a very clean motor - at least from the small section in the photo.
