If the hose on #4 comes straight down from a nipple on the bottom then it sounds like it is connected to the overflow - this is as it should be. If the cab bowl overflows the the purpose of the hose is to route the gas back behind the engine. All 4 carbs should have hoses attached to a nipple on the bottom of the carb bowl
I'm thinking that the screw in #1 was put there to stop overflow - not good. Why not take it out and see what happens. Overflowing gas from the carb bowl is usually caused by either a sticking float or by a split in the overflow tube up inside the carb. If I"m right in my thinking and # 1 overflow had been blocked then you will need to fix the problem and also check if your engine oil was contaminsted by gas.
