In 1981 those carburetors were tuned extra lean. Increase your main jet size 2 sizes and raise your needle two notches. also richen up your pilot screws 1/2 turn.

When I had the exact same set up (emgo pods, stock exhaust, on an 81 with no other mods) I had to increase main jets to 112.5 (4 steps over the 102.5 that will serve for stock jetting on just about all stock 650s, some years were jetted much more lean than that from the factory down in the low 90's for main jet sizes). Also had to bump up to 17.5 pilots. Don't believe that the 81 carbs have adjustable needles in them, you can either get needles out of rebuild kits for earlier model carbs or shim them a bit. I believe z1 sells shims for the needles.

With that set up my plug chops were perfectly tan through all circuits of the carbs. I'm in Omaha NE if you're wondering about my elevation.
