So i pulled the carbs and when u turn them over the floats in 2 bowls hang way lower than the other 2,i would assume this is an issue!? You can tell the floats that are way lower when you turn the carbs upside down are to low. Thoughts?

Would suggest using the clear plastic tube method to actually see the fuel level inside the floatbowl. May be performed on assembled carbs, whether or not fitted onto the engine.
The upside-down-on-the-bench measuring method to adjust float height is notoriously unreliable.
Good Luck!

Make sure the floats are installed all the same way. It's possible to put a pair in upside down then they will be really out of whack with the rest
